The North Dakota/Minnesota EB-5 Regional Center understands the business goals of the companies it consults, while recognizing how U.S. citizenship fits into investor’s goals. The North Dakota/Minnesota EB-5 Regional Center realizes the key to success in meeting both parties’ goals is largely dependent on building trusting relationships supported by transparent communication throughout the entire EB-5 process. The North Dakota/Minnesota EB-5 Regional Center principal members are responsible for deal sourcing, operations, promotion, marketing, and reporting obligations. They have all worked closely on entrepreneurial, international, and financial projects.
Bruce Gjovig, Chief Executive Officer
Bruce Gjovig has been North Dakota’s “go-to guy” for entrepreneurship, innovation, and capital investing since he launched the Center for Innovation in 1984. As a visionary, Bruce strategically directs the North Dakota/ Minnesota EB-5 Regional Center. Bruce coaches entrepreneurs on strategies and capital formation.
Alexandra Loveless, Director
Alexandra Loveless, a native of North Dakota, has been with the North Dakota/Minnesota EB-5 Regional Center since 2012 when it took on its first project. Since that time, Alexandra has played an integral role in building the Regional Center’s portfolio from nothing to over $140M with a 100% USICS approval rate on all petitions. Alexandra overseas all project screening and structuring as well as manages the current project portfolio for the Regional Center.
Previously, Alexandra served Chairman and the Managing Director of Business Development of the Dakota Venture Group, a North Dakota venture fund. Prior to her time with Dakota Venture Group, Alexandra worked at the Crabtree and Evelyn UK Headquarters in London focusing on compiling sales figures for product lines.
Alexandra obtained her Master of Business Administration with an international emphasis from the University of North Dakota and her Bachelor of Arts in International Business with an economics emphasis and a Minor in French from Chapman University in Southern California. During her graduate studies, Alexandra spent a summer in China conducting a field work study on international brand management and product placement in the Chinese market.
Kevin Lunke, Project Manager
Kevin Lunke, a native of Minnesota, has worked with the North Dakota/Minnesota EB-5 Regional Center since 2014. Kevin’s role at the North Dakota/Minnesota EB-5 Regional Center is to lead potential project screening, examining key metrics of a company’s business plan and its ability to exit future EB-5 investments. In addition to working for the North Dakota/Minnesota EB-5 Regional Center, Kevin is an Entrepreneur Consultant at the UND Center for Innovation assisting early and later-stage companies with strategic planning and access to capital through public and private sources. Kevin obtained his Bachelor of Arts in Entrepreneurship at the University of North Dakota.
Jenny Wang, International Development Officer – Lead of Asia Market
Jenny Wang is from Shanghai, China. From 2007 to 2012, Jenny worked as the Director of Asia Division at the Vermont Chamber of Commerce in United States. Jenny was responsible for trade missions between Vermont and China, out-bound investments, trading and education programs between China and the state of Vermont.
In 2013, Jenny Co-Founded Shanghai Song Sheng Industry Limited Company, which provides brand communication consulting for renowned international expositions and events. She led the initiative to obtain the official partnership with Rose Wedding China for its international development services at the 2015 World Expo Milano. Meanwhile, Jenny has been appointed as the youngest Executive Committee Member of Soong Ching Ling – Pearl S. Buck Foundation based in Shanghai, which is the first Sino-US charitable foundation for children established in September 2011.
Ashok Girdharilal Bhatia, International Development Officer
Ashok Girdharilal Bhatia is originally from India, but has spent a large portion of his career traveling throughout Europe and the United States. Ashok obtained a Bachelor of Science in Chemistry from Saurashtra University and a Post Graduate Diploma in Business Management from Bhavnagar University in India. Ashok spent the first ten years of his career working for pharmaceutical companies and later started Jemario International. Ashok is now pursuing his Masters of Business Management at University of North Dakota. Bhatia is using his market research and international business development experiences to expand international innovation, bringing together foreign investors with regional entrepreneurs.
Dr. Cullen Goenner, Economist
Cullen Goenner earned his PhD in Economics and his Masters of Science in Business Quantitative Math of Finance from the University of Wisconsin, in Madison, Wisconsin. Cullen has worked for the North Dakota/Minnesota EB-5 Regional Center since conception. Additionally, Cullen is Professor and Faculty Fellow in the Department of Economics at the University of North Dakota, where he has been active in teaching and research since 2001. Cullen has been published in numerous economic journals and has spoken at several economic conferences.

Larry Gensmer, Project Manager
Larry Gensmer heads up the Minnesota branch office for North Dakota/Minnesota EB-5 Regional Center, based in Rochester, Minnesota. Larry also services as the President and CEO of Premier Development Inc., where he specializes in corporate development, strategic planning, and company oversight committed to cost-effective management of resources and quality performance. Larry’s experience includes top quality management; training and development; organization restructure and change; account management; business development; customer relations; event management and promotion; and workflow planning.
